The boom in initial training and work-study programs within the digital sector has led to a proliferation of private institutions offering the BTS SIO (Services Informatiques aux Organisations), split into the SLAM (software development) and SISR (networks and infrastructure) options, as well as the new CIEL curriculum (Cybersécurité, Informatique et Réseaux). Behind the promises of high employability and tuition fees running into several thousand euros, though, lies an alarming pedagogical reality.
As an instructor at two private institutions, I have witnessed systemic dysfunctions that raise deep questions about the true value of these programs and the effectiveness of state oversight.
1. Deficient Technical Infrastructure Failing National Standards
The first crack shows up in the gap between the skills the national curriculum demands and the hardware actually provided. During mock exams and end-of-year practicals for the SISR option, the problems were impossible to ignore:
- No operational servers, switches, routers, or dedicated internet lines, for the entire duration of the degree, at both institutions where I taught.
- Chronic network instability, persisting for nearly two years straight. Students were reduced to using their personal 5G connections just to get any work done.
For a program meant to train senior technicians in infrastructure and cybersecurity, the lack of a real simulation environment makes it structurally impossible to teach fundamental skills like system administration, routing, and service management.
2. The Powerlessness of Regulatory Authorities and Institutional Silence
Faced with this severe lack of resources, I requested an intervention from the Academic Inspection (Inspection académique). The inspector who visited did formally document the school’s material and pedagogical shortcomings. What happened next is where things fall apart:
- No structural corrective measures were imposed on the school.
- The exam went ahead unchanged, and students were penalized, in some cases with failing, eliminatory grades, for failures that belonged to their own training center, not to them.
- A formal complaint was subsequently sent to the Ministry of National Education. To this day, it remains unanswered, a plain sign of failure somewhere in the oversight and regulation of these private schools, whether uncontracted (hors contrat) or under a simple contract.
- Meanwhile, both schools renewed their QUALIOPI certification for the following year without any issues.
3. Pedagogical Precariousness and Obsolescence of Skills
Beyond the missing hardware, staffing decisions are just as questionable. Here’s what shows up again and again:
- The recruitment of technical instructors who only imperfectly master the subtleties of the official academic curriculum.
- The delivery of obsolete or approximate content, completely disconnected from current industry standards (DevOps, containerization, Cloud, CI/CD).
- The total absence of a pedagogical coordination framework to ensure consistency across classes.
- Zero penalties or accountability for institutions when instructors fail to show up for class.
4. National Assessment Biases and the Market Paradox
The BTS SIO relies on a national framework that’s supposed to guarantee equity among candidates. In practice, though, examination juries apply grading criteria with wildly inconsistent standards.
Paradoxically, a student who uses modern technologies that companies actively seek out (automation tools, Cloud architectures) can end up penalized if the jury sticks rigidly to an outdated reading of the curriculum guidelines. That mismatch turns what should be an objective technical evaluation into a game of chance for the candidate.
5. The Mirage of Quality Work-Study Programs
Work-study (l’alternance) is frequently promoted as the ideal integration model, but landing a high-quality corporate assignment remains fiercely competitive. For lack of guidance, or simply because the market hasn’t matured, many students end up stuck in basic tier-1 helpdesk roles or repetitive tasks with little technical value, completely out of sync with the requirements of their specialty (SISR or SLAM).
Conclusion: A Pressing Need for Regulation
The growing pains of private higher education in IT raise an ethical and systemic question: how can state-sanctioned degrees be prepared within structures stripped of the most basic pedagogical tools?
Information technology is a strategic sector, constantly evolving. Safeguarding students’ futures and the credibility of these degrees now requires a complete overhaul of oversight mechanisms. A student, effectively a customer of a private school, has every right to demand functional infrastructure, a qualified teaching staff, and a fair evaluation aligned with job market realities. It is high time regulatory authorities addressed this severe deficit in governance.
